É um processo de diálogo promovido pelo Estado moçambicano, que reúne as instituições do Governo, os Partidos Políticos, o Sector Privado, a Sociedade Civil e todas as forças vivas moçambicanas, no país e no estrangeiro, para discutir e construir consensos sobre a Revisão da Constituição e do Sistema de Governação.
A finalidade é promover a paz, a estabilidade, a justiça e a inclusão social.
